Sometimes. And sometimes it's meaner than others. Sometimes it's done because... well, they might not know better, or there's a miscommunication.
I haven't run into too many times where it was meant with
actual
malicious intent here. But that's not to say it doesn't ever happen, either.
The nuance is kinda hard to figure out without experience and knowing the people involved.
